507.04 PERMITS REQUIRED.
   No person shall operate, cause to be operated or permit the operation of an alarm system, unless a permit has been issued by the Safety Director for such system.

507.05 PERMIT APPLICATION.
   (a)   An application for an alarm system permit shall be made in writing by a person having control over the property in which the alarm system is to be installed and operated. Such application shall be made to the Safety Director on a form designated by him or her for that purpose, on which the applicant shall set forth:
      (1)   The name, address and telephone number of each person in control of the property;
      (2)   The street address of the property on which the alarm system is to be installed and operated;
      (3)   Any business name used for the premises on which the alarm system is to be installed and operated;
      (4)   Whether the alarm system is or is not a local alarm and the type of emergency for which the alarm system is designed;
      (5)   The name of the person or alarm system business which installed or will install the alarm system;
      (6)   The names, addresses and telephone numbers of at least two persons, or of an alarm system business, who or which has agreed to:
         A.   Receive notification at any time;
         B.   Come to the alarm site within thirty minutes after receiving a request therefore from a member of the Police Department, unless an approved Knox Box is installed, in which case the thirty-minute response requirement is waived;
         C.   Grant access to the alarm site and deactivate the alarm system is necessary; and
   (b)   The Safety Director shall issue a permit to the person in control of the property upon submission of an application therefore in accordance with this section and upon payment of a permit fee in the amount of one hundred dollars ($100.00) unless the Safety Director finds that any statement made in the application was incomplete or false.

507.06 AMENDMENT TO PERMIT APPLICATION.
   Whenever a person listed on the application for an alarm system permit or listed on an amendment to the application is unable or unwilling to perform the duties set forth in Section 507.05 the permit holder shall file an amendment to the permit application listing a person or an alarm system business who or which is able to and will perform those duties so that at all times the application on file with the Police Department designates at least two persons or an alarm system business who or which is able and willing to perform such duties.

507.07 VALIDITY OF PERMIT.
   (a)   Each residential permit issued in accordance with this chapter shall be valid until such time that the control of the property is transferred from the permit holder. Upon such transfer of control of the property, a new permit shall be obtained.
   (b)   A business permit shall be valid until such time as control of the property is transferred from the permit holder. Upon transfer of control of ownership of the business, a new permit shall be obtained.

507.08 TRANSFERABILITY OF PERMIT.
   Each permit issued pursuant to this chapter shall be personal to the permit holder and is not transferable.

507.09 INTENTIONAL ACTIVATION OF ALARM SYSTEMS.
   No person shall intentionally activate an alarm system for any purpose other than an emergency or threat of emergency of the kind for which the alarm system was designed to give notice. This section shall not apply to testing or repair of such system when prior notice of such testing or repair is given to the Police Department.

507.10 ANNUAL RENEWAL PERMIT FEE.
   Each and every permit holder shall pay an annual renewal permit fee in the amount of fifty dollars ($50.00). Said fee shall be payable by February 1 of each year. In the event the annual renewal permit fee is not paid by February 1 of each year then, any payment made thereafter shall be one hundred dollars ($100.00). The Safety Director may revoke a permit for any person who fails to timely pay their annual renewal permit fee, subject to the provisions set forth in Section 507.15.
