(a) The purpose of this chapter is to protect the emergency services of the community from misuse.
(b) This chapter governs all intrusion and burglar alarm systems, requires permits, establishes fees, provides for punishment of violations and establishes a system of administration.

(a) "Alarm business" means the business by any individual, partnership, corporation or other entity of selling, leasing, maintaining, servicing, repairing, altering, replacing, moving, or installing any alarm system or causing to be sold, leased, maintained, serviced, repaired, altered, replaced, moved or installed any alarm system in or on any building, place or premise.
(b) "Alarm system" means any assembly of equipment, mechanical or electrical, arranged to signal the occurrence of an unauthorized entry or other activity requiring urgent attention and to which the Police Department is expected to respond.
(c) "Alarm agent" means any person who is employed by an alarm business, either directly or indirectly, whose duties include any of the following: selling, maintaining, leasing, servicing, repairing, altering, replacing, moving or installing on any building, place or premise any alarm system.
(d) "Alarm malfunction" means an alarm system activated, and a response by the Police Department, resulting from windstorm or other inclement weather condition, power outage or any electrical or mechanical failure, not resulting from improperly installed equipment.
(e) "Audible alarm" means an alarm system that actuated, generates an audible sound on the premises.
(f) "False alarm" means an alarm signal necessitating response by the Police Department where an emergency situation does not exist. The definition excludes alarms caused by malfunctions, testing or repairing of the system, or the user acting under a sincere belief that a need exists requiring an emergency response.
(g) "Person" means any individual, partnership, corporation or other entity.

(a) The provisions of this chapter do not include and shall not apply to the City or any of its departments, agencies or instrumentalities.
(b) Any private residence or public building may be exempted from the provisions of this chapter upon the specific written approval of such exemption by the Director of Public Safety.
