507.03 EXEMPTIONS.
   (a)   The provisions of this chapter do not include and shall not apply to the City or any of its departments, agencies or instrumentalities.
   (b)   Any private residence or public building may be exempted from the provisions of this chapter upon the specific written approval of such exemption by the Director of Public Safety.
