§ 1448.01 PERMITS REQUIRED; POSTING OF APPLICATIONS.
   (A)   No person shall erect, construct, enlarge, alter, repair, move or demolish a building or other structure, or install any equipment or other appurtenance, the installation of which is regulated by this Building Code, or cause the same to be done, without first making application to the Building Official and obtaining a permit therefor unless provision is specifically made in any standard adopted by the city, or in any ordinance of Council, for doing any such work without a permit.
   (B)   Prior to the issuance of any permit pursuant to division (A) hereof, an owner or general contractor shall complete and file with the Building Department a form containing a complete listing of all job classifications that will be working on the subject job, and shall further include the name, address and telephone number of the general contractor, or, if there is no general contractor, the name, address and telephone number of the responsible person or owner who will be supervising the subject job, as well as the name, address and telephone number of all subcontractors and subtradesmen who will be working at the job site.
   (C)   A permit application shall be posted during the construction period. The application shall be posted immediately inside the property line right-of-way, in clear view and visible to the public. The application shall remain posted until the completion of the construction.

§ 1448.02 PERMITS FOR NONRESIDENTIAL DEVELOPMENTS.
   (A)   Upon approval by Council of any nonresidential development project, the Clerk of Council shall immediately notify the applicant of the approval. Said notice shall direct the applicant to contact the Building Department in order to schedule a preconstruction meeting with the Service Director, the City Engineer and/or any other city official whose presence is necessary in order to facilitate the proper issuance of the building permit for said project. Said notice shall also contain a provision that no work on said project shall commence until after the preconstruction meeting and the issuance of the proper building permit or permits pursuant to law.
   (B)   No building permit shall be issued for any excavation, development and/or construction of any nonresidential project in the city prior to the scheduling and conduct of a preconstruction meeting, as provided for herein, nor shall any such permit be issued without full compliance with all city ordinances required for issuance of required building permits.
   (C)   No person shall commence and/or continue the construction of a nonresidential development in the city prior to obtaining all required building permits therefor.
