The Building Department shall charge and collect a fee with each building permit, from each owner, builder or developer, in the amount of $225 for every 100 feet of frontage, or fraction thereof, which fee shall be used for the planting of trees within said development and other public lands in the city. Forty dollars of said fee shall be allocated to the Shade Tree Trust Fund established by § 1026.12. Seventy-five dollars of said fee shall be allocated to a fund to be established for the sole use of Shade Tree Commission projects in the city to beautify public projects. The remainder of said fee shall be placed in a separate account for the purchase of trees and the planting thereof in the specific subdivision for which the building permits are issued. The city shall carry out the planting at a time suitable in season and after the completion of the construction of the subdivision so as to provide for an orderly program of street beautification.
