(A) Whenever a building permit of $200 or greater has been issued, but no work has started under the same, the city officials have made no inspection or performed any other work in connection therewith other than the issuing of the permit and making adjustments to the grade and the holder thereof desires to surrender the permit to the city for cancellation within six months after issuance, then upon such cancellation, the Clerk is hereby authorized and directed to refund to such holder 75% of the permit fees and the remainder shall be deposited into the General Fund. Permit fees less than $200 will not be refunded and shall be deposited into the General Fund. There shall be no refund of fees for the City Architect’s services or contractor license fees.
(B) Where no construction has begun and the permit is not surrendered within six months from the date of the permit, no refund shall be made to the permit holder.
