No building permit shall be issued for a dwelling unit, including single-family dwellings, to any owner, subdivider or agent of either, until a fee as established in Chapter 1449, Fee Schedule, is paid to the city for each dwelling unit, including single-family dwellings, to be constructed, which fee shall be deposited into a separate City Capital Improvement Fund and shall be used for improvements to city facilities as directed by Council.
