§ 1448.09 TIME LIMIT FOR COMMENCING WORK UNDER BUILDING PERMIT.
   (A)   A building permit shall be secured and construction thereunder shall begin within 12 months from the date of approval of any subdivision and/or other project by City Council, when City Council approval is required pursuant to this Code of Ordinances. All work shall be completed within 12 months of issuance of the building permit. Where City Council approval is not required, construction shall begin within six months of the issuance of the building permit. All construction shall be completed within 12 months of the date of issuance of the permit. In either case, one extension of six months shall be granted if requested by the owner at least ten days in advance of the expiration of the permit and upon payment of a fee of $100.
   (B)   If construction is not commenced and completed in conformance herewith, and upon the expiration of the above time period(s), the building permit shall expire and become null and void. Thereafter, an applicant must resubmit the request for approval of the project in the same form as initially submitted.
   (C)   All construction requiring and authorized by a building permit shall be fully completed, inspected and certified as being in conformance with all applicable provisions of the Building and Housing Code and the Planning and Zoning Code within 12 months of the date of the issuance of the building permit. One extension of six months shall be granted if requested by the owner at least ten days in advance of the expiration of the permit and upon payment of a fee of $100.
   (D)   Before any work can resume on any project that had been issued a building permit that subsequently became null and void, a new permit shall be obtained to do so, and the fee therefor shall be one-half the total amount required for a new permit for such work (regardless of the amount of construction already completed), provided that no changes have been made in the original plans and specifications for such work, and provided, further, that the period of such suspension or abandonment has not exceeded six months from the date that the permit became null and void.
