Employees Generally
   EDITOR'S NOTE: Because of the frequency of change, provisions relating to regular compensation, employment provisions and benefits are not codified. Such provisions are contained in comprehensive compensation and benefit ordinances enacted from time to time by Council and in contracts by and between the City and representatives of various classes of Municipal employees. Copies of the latest relevant legislation and of such contracts may be obtained, at cost, from the Clerk of Council. The provisions of this chapter apply only to those subjects and those employees not otherwise provided for in such ordinances or in such contracts.

   165.01  BONDS.
   (a)   Except for those official required to give bond on an individual basis, the Mayor with the approval of Council, shall purchase a public official’s/employee blanket bond in an amount of not less than one hundred thousand dollars ($100,000), the term of which shall be not less than one year nor more than two years.
   Such blanket official’s/employee bond shall be conditioned on the faithful performance of duty of each individual.
   (b)   The Mayor shall furnish a faithful performance bond in an amount of not less than ten thousand dollars ($10,000) written on an individual basis.
   (c)   The Finance Director shall furnish a faithful performance bond in an amount of not less than one hundred thousand dollars ($100,000) written on an individual basis.
   (d)   The Tax Administrator shall furnish a faithful performance bond in an amount of not less than one hundred thousand dollars ($100,000) written on an individual basis.

   165.02  PAYMENT OF COMPENSATION; WAIVER.
   (a)   The salaries of all officers and employees shall be paid in bi-weekly installments.
   (b)   Any elected or appointed official, with the approval of the Mayor, may waive compensation by writing a letter of request to the Finance Director. Any compensation so waived shall not be paid.

   165.021 OFFICER AND EMPLOYEE EXPENSES.
   The Mayor is hereby authorized to approve all expenses, including expenses for travel and meals and other expenses necessary for the business of the City, incurred by any administrative officer or employee of the City. Council shall approve all expenses for the Mayor and Council. Such approval may be given before or after the expense is incurred. Expenses may include reasonable gratuities to persons providing services to the City under circumstances where such gratuities are customarily paid and where attendance by City personnel at a function furthers the business of the City. No request for such expense or the reimbursement thereof shall be approved unless the reason for the expense is submitted on a form to be prepared by the Finance Director, with receipts to be submitted. The Finance Director is responsible for keeping accurate records of such expenses with required receipts.
