   139.03  HIRING OF ASSISTANTS; PURCHASE OF SUPPLIES.
   The Public Works Director, subject to the approval of Council, shall be authorized to employ such assistants, clerks and employees and to purchase such supplies and equipment as may be required to carry out the aforesaid duties of such Department. Such assistants, clerks and employees shall each receive the compensation which shall be fixed by Council from time to time within the annual financial appropriations for such Department.

   139.04  COMPENSATION OF PUBLIC WORKS DIRECTOR.
   The compensation of the Public Works Director shall be established by Council from time to time, and payable in installments pursuant to the Administrative Salary Ordinance.

   139.05  EMERGENCY PAY.
   (EDITOR’S NOTE: Former Section 139.05 was repealed by Ordinance 1999-29, passed February 1, 1999.)
   139.06  INSPECTORS FOR PUBLIC WORKS PROJECTS.
   (a)   The Staff Engineer is hereby directed to employ needed inspectors for any improvement undertaken by the City.
   (b)   Such inspectors shall be under the direct supervision of the Staff Engineer.

   139.07  ADDITIONAL DUTIES AND AUTHORITY OF THE STAFF ENGINEER.
   In addition to the duties and authority granted to the Staff Engineer in this Chapter, for any public improvement project or any other construction project for which a permit is required by these Codified Ordinances and for which the Staff Engineer or the City Engineer has the duty and authority to approve plans, including plans for storm water management and site development, the Staff Engineer shall have the duty and authority to inspect or direct inspection of pursuant to Section 139.06, any such construction or development for compliance with such approved plans.  In the event the Staff Engineer finds through such inspection that any person has failed to comply with any such plans, the Staff Engineer shall have authority to issue a Stop Work Order requiring such person to cease all work on the project, or a portion thereof, until the Staff Engineer certifies that such construction or development is in compliance with such plans.
