2.06.010 Office Created.
The office of the City Manager is created and established.
2.06.020 Qualifications.
   A.   The City Manager shall be selected on the basis of administrative and executive ability. He/she shall have at least three (3) years' experience in responsible executive or administrative positions and shall possess the ability to plan and execute policies and programs of the City Council, including budgeting, budgetary control and the coordination of various City activities.
   B.   Unless otherwise expressly provided by ordinance, resolution or contract, the City Manager shall devote his/her entire time to the duties of the office.
   C.   No member of the City Council shall be eligible for appointment as City Manager until one (1) year has elapsed after such member has ceased to be a member of the City Council.
2.06.030 Compensation.
The salary of the City Manager shall be fixed by contract or annually by the City Council, and it shall be paid by the City Treasurer in the same manner as the salaries of other City employees; and such compensation shall be a proper charge against such funds of the City as the Council shall designate.
2.06.040 Expense Reimbursement.
The City Manager shall be reimbursed for all actual and necessary expenses incurred by him in the performance of his official duties or incurred when traveling on business of the City under direction of the City Council.
2.06.050 Designation of Acting City Manager.
The assistant City Manager shall serve as manager pro tempore during any temporary absence or disability of the City Manager. In the event there is no assistant City Manager to so act, the City Manager, by a letter filed with the City Clerk, shall designate a qualified City administrative officer to exercise the powers and perform the duties of manager during his/her temporary absence or disability. The City Council may appoint an acting or interim City Manager.
