No provision of this Chapter is intended to vest in the City Manager any duties or grant to him/her any authority which is vested by general law or by other ordinance of the City in the City Council or in any other City department appointing authority, officer, board, commission or employee. The City Council hereby expressly retains the sole power of policy-making and the legislative body of the City, and the duties of the City Manager are expressly confined to the administrative service of the City.
