Sec. 2-2.102.   Membership.
   The membership of the Health Council shall consist of twenty-five (25) rotating voting members, who shall be residents of the County, both consumers and providers, and who are representative of social, economic, linguistic, disabled and ethnic populations, and geographic areas in the County, as follows:
   (a)   Five (5) members, one (1) from each of the supervisorial districts as selected by each supervisor.
   (b)   Three (3) members selected at large by the entire Board of Supervisors.
   (c)   Nine (9) members, one (1) representative from each of the following health care systems:
      (1)   CommuniCare Health Centers
      (2)   Elica Health Centers
      (3)   Kaiser Permanente
      (4)   Partnership Health Plan of California
      (5)   Sutter Davis Hospital
      (6)   UC Davis
      (7)   Winters Health Care
      (8)   Woodland Health Care
      (9)   Northern Valley Indian Health Services
   (d)   Eight (8) members, one (1) representative from each of the following County committees:   
      (1)   Health and Human Services Agency Provider Stakeholder Group
      (2)   Local Mental Health Board
      (3)   Yolo County Commission of Aging
      (4)   First 5 Yolo
      (5)   Healthy Yolo
      (6)   Maternal Child and Adolescent Health Advisory Board
      (7)   Yolo County Children's Alliance

Sec. 2-2.103.   Membership: Terms.
   The At-Large and Supervisorial District rotating members of the Yolo County Health Council shall be appointed by the Board of Supervisors for a term of two (2) years. Membership shall be effective upon appointment by the Board of Supervisors. However, all terms shall be deemed to have commenced on February 1 following the initial appointment, and thereafter all terms shall be aligned to begin on February 1 and to end on January 31. Terms of rotating members of the Health Council as of the date of the adoption of the ordinance codified in this section shall be extended to the January 31 following their presently scheduled expiration date. The Health Council may make recommendations to the Board of qualified persons to serve as rotating members. Each Health Care System shall appoint a rotating member for a term of two (2) years and shall designate an alternate who can vote in the absence of the rotating member. The chairperson of each County Committee shall appoint a rotating member for a term of two (2) years and shall designate an alternate who can vote in the absence of the rotating member.

Sec. 2-2.104.   Membership: Organization.
   The officers of the Health Council shall be a chair and vice-chair, and such other officers as the Council may deem necessary, who shall be elected by the members of the Council from among their number. Any vacancy in any office shall be filled by the Council for the unexpired portion of the term of such office. The Chair shall appoint a nomination committee at the April meeting each year; officers shall be elected to a one-year term at the May meeting each year. Officers may serve a two (2) term maximum. Sec. 2-2.105.   Quorum.
   Any contrary provision of Section 2-2.3606(a) of this Code notwithstanding, a majority of the currently appointed rotating members shall constitute a quorum for the transaction of business at all meetings of the Council. Sec. 2-2.106.   Minutes and records.
   The Health and Human Services Agency Community Health Branch Director or her/his designee shall serve as the Secretary to the Council, and shall keep the minutes of all meetings of the Council and file a copy thereof with the Clerk of the Board of Supervisors.
   Minutes shall include a record of attendance, a listing of reports received, and all action taken and recommendations adopted. The Health and Human Services Agency Community Health Branch Director shall arrange for such additional clerical or other assistance as the Director deems necessary to be provided. Sec. 2-2.107.   Meeting: Time and place.
   The Health Council shall meet monthly at least six (6) times per year at such times and places as shall be determined by the Council. Additional meetings of the Council may be called by the Chair or Vice-Chair upon notice mailed to all members of the Council, the Clerk of the Board of Supervisors, and local newspapers not less than five (5) days prior to said meeting and shall be posted by the Clerk of the Board of Supervisors in the Erwin Maier Administration Building, 625 Court Street, Woodland, California.
