The Juvenile Justice and Delinquency Prevention Commission shall follow all applicable provisions of state law and any adopted bylaws in matters of membership, administration, and operations, including but not limited to the qualifications and terms of members, member removal, election of officers, matters of meeting quorums and administration, and all other related matters. The Yolo Superior Court is the appointing authority pursuant to state law and, consequently, Yolo County policies governing advisory boards, commissions, and committees shall not apply. In carrying out its duties as a local delinquency prevention commission, the Juvenile Justice and Delinquency Prevention Commission shall recognize and afford deference to the Juvenile Justice Coordinating Council on matters primarily or exclusively within its authority, as set forth in Title 2, Article 39 of the Yolo County Code and related provisions of state law, including but not limited to Welfare & Institutions Code section 749.22.
