Any rotating member of the Council who is absent from any three (3) consecutive regular meetings of the Council within one year shall vacate his or her office on the Council. An absence for which a valid excuse is delivered to the chairperson of the Council prior to or at the time of the meeting shall not be counted for the purposes of this section. (§ 2, Ord. 771, eff.
