The active supervision of the Water and Sewer Department of the City and of any and all property pertaining thereto, shall be in the hands of the Superintendent of Water and Sewer of the City, under the direction of the City Mayor and the Water/Sewer chairman of the City. (1994 Code)
All monies due the Water and Sewer Department from all purposes and sources, including the collection of water rents or rates, shall be paid to the Water Collector. The City Treasurer shall maintain separate accounts in which shall be placed the interest and sinking fund monies and another account in which shall be placed the depreciation funds and to provide for refunding outstanding certificates payable out of water revenue.
