The Superintendent of Water and Sewer or other officer or employee of the Water and Sewer Department shall be permitted at all reasonable hours to enter the premises or buildings of consumers for the purpose of reading meters and to examine the water pipes and fixtures, and the manner in which water is used. The Water and Sewer Department reserves the right to set or remove a meter, whenever it is deemed advisable so to do. (1994 Code)
