A. Application for water must be made by the owner of the premises to be served or his authorized agent to the superintendent of water and sewer at the city office, stating the street and number and when such water is desired and shall be made upon blanks furnished by the water and sewer department for this purpose.
B. If the meter is to be installed in a new or remodeled building or structure, the applicant must have no outstanding water and sewer bills, and if all charges for water and sewer previously furnished such applicant, and all other charges due for services furnished or to be furnished at such premises by the water and sewer department have been paid, and if a suitable place is provided for the meter, then the superintendent of water and sewer shall cause a meter to be set and the water to be turned on to the stop inside the basement where the owner or occupant may turn on the water into the piping system and fixtures of the premises. C. No person, either owner or tenant, who, in changing his residence from one location to any other location served by the water and sewer department, shall be given water service until any and all delinquent water rentals which are charged against him at a former place of residence shall have been paid in full. No water at a new location shall be turned on, and, if so, shall be turned off until settlement of such delinquent water rental at a former location is made. A charge of fifty dollars ($50.00) will be made for turning on water and renewing service. (Ord. 110397, 11-3-1997)
D. Proper records and accounts of each consumer shall be made in the water and sewer department office. (1994 Code)
