A. No person, except members of the Fire Department or Department of Streets and Public Improvements of the City or officers or employees of the Water and Sewer Department of the City shall open any hydrant belonging to the Water and Sewer Department between November 15 and March 1 of any year.
B. No person, except members of the Fire Department or Department of Streets and Public Improvements of the City or officers or employees of the Water and Sewer Department acting in the regular performance of their duties shall open any hydrant belonging to the Water and Sewer Department at any time without a permit in writing signed by the Superintendent of Water and Sewer.
