A. The Mayor shall have the authority to appoint all other employees necessary for the proper operation and management of the Water and Sewer Department, subject to the approval of his acts and doings in making such appointments by the City Council.
B. The salaries of all employees of the Water and Sewer Department shall be fixed by the Mayor upon the advice and consent of the City Council and the salaries of such employees shall be paid out of the Water Fund only. (1994 Code)
