Water service accounts shall be kept in the name of the owner of the property served, and only such owner shall be recognized as the consumer.
The owner of the premises served shall be held responsible for the payment of all water rentals and all other proper charges in connection with water service to the owner's premises. Payments will be accepted from tenants if tendered by them, but accepting payments from tenants shall not subsequently relieve the owner of the premises from the responsibility of paying water rentals or other service charges when due.
