7-1-12: SERVICE CONNECTIONS:
The laying of all water service connections and pipes, setting of water service fixtures in streets and public grounds to be served by the City, shall be made by the employees of the City Water and Sewer Department or by duly licensed plumbers under supervision of the Water and Sewer Department. (1994 Code)
