SECTION 2.17. PUBLICATION OF ORDINANCES AND RESOLUTIONS.
   At least once every 90 days, the Clerk of Council shall submit a list of legislation adopted by Council to a newspaper of general circulation and/or digitally within the City and post that list conspicuously in the City building and online. The list shall fairly describe and summarize the legislation enacted and announce that the full text of Ordinances and Resolutions are available for inspection at the office of the Clerk of Council, or the full text may be provided by a digital or hard copy upon request to the Clerk. Failure of publication, or any error or omission in publication, shall not invalidate an Ordinance or Resolution.
   The City shall not be required to advertise through paid publication except to comply with Ohio Revised Code Section 705.16(B), which requires legal advertising in a newspaper of general circulation only once upon adoption for a legislation of a permanent general nature, or providing for public improvements, or assessing property in the municipal corporation.
