SECTION 2.04. PRESIDENT OF COUNCIL.

The president of Council shall be elected at large for a term of 4 years with the initial election to be held November, 1979. He shall preside at all meetings of Council but shall have no vote, except in the case of a tie. When the Mayor is absent from the City or unable to perform his duties, the president of Council shall become Acting Mayor and shall have the same powers and perform the same duties as the Mayor.
