Council shall meet at such times as may be prescribed by its rules, but not less than once a month. Four members shall constitute a quorum to do business.
Special meetings may be held on the call of the Mayor or of the majority of the members and upon such notice as prescribed by Council rules.
All regular and special meetings of Council where official action is taken shall be open to the public.
