SECTION 2.09. LEGISLATIVE PROCEDURE.
   The legislative action of the Council shall be by ordinance or resolution, introduced in written form, which shall contain no more than one subject, which shall be expressed clearly in the title. Ordinances involving general appropriations may contain the various subjects and accounts for which monies are appropriated, and codification, recodifications and publications of ordinances and resolutions in book form may contain more than one subject. An affirmative vote of a majority of Council shall be required for the enactment of every ordinance or resolution, unless a larger number be required by the provisions of this Charter.
