All legislative power shall be vested in the Council.
Council shall be composed of 7 members, 1 to be nominated and elected from each of the 4 wards; 3 to be nominated and elected at large. The future size and composition of the Council shall be determined by the general laws of Ohio as they pertain to statutory plan cities.
Except for the first election under this Charter, all Council members shall be elected for a term of 4 years. At the first election under this Charter to be held in November, 1979, for terms beginning on January 1, 1980, the Council members from Wards 1 and 3 shall be elected for a term of 2 years; the Council members from Wards 2 and 4 shall be elected for a term of 4 years. Of the 3 at-large members elected, the one receiving the greatest number of votes shall be elected for a term of 4 years. The remaining 2 shall be elected for a term of 2 years.
