At the first Council meeting in January following a regular Municipal election, Council shall organize itself and appoint from its membership a president pro tempore. In addition, Council shall appoint a Clerk and any other employees it may deem necessary and fix their duties and compensation. A councilman serving as president pro tempore shall not be deprived of his power and rights as a voting member of Council.
