SECTION 2.11. EMERGENCY ORDINANCES AND RESOLUTIONS.
   When necessary for the preservation of the public peace, health, welfare or safety, the Council, by an affirmative vote of two-thirds (2/3) of the members, may adopt an emergency ordinance or resolution which shall set forth and define the specific facts necessitating the emergency. Such emergency ordinances or resolutions shall require no public hearings and shall take effect at the time indicated therein. Emergency ordinances and resolutions shall be published as other ordinances and resolutions after passage.
   Each emergency ordinance or resolution shall require the affirmative vote of at least two-thirds (2/3) of the members elected to Council for its enactment. If such emergency ordinance or resolution fails to receive the requisite two-thirds (2/3) affirmative vote, but receives the necessary majority for passage as a non-emergency ordinance or resolution, it shall take effect as a non-emergency ordinance or resolution.
