164.02. Membership.
   (a)   The membership of this Committee shall be appointed by the Mayor subject to the confirmation by majority vote of Council. The members of this Committee are to be appointed for the following terms:
      3 for one year;
      3 for two years;
      3 for three years.
      All future appointments are to be for three-year terms. Vacancies in unexpired terms shall be filled in the same manner as the original appointments.
   (b)   This Committee is not a board or commission of the City and its members by reason of membership on the Committee, shall not hold any of the sovereign powers of the City nor shall they be considered officers of the City.

164.03. Duties.
   The Toledo Civic Leadership committee is formed to perform the following duties:
   To create a Toledo Civic Leaders Hall of Fame.

164.04. Organization and meetings.
   The Committee shall elect its own president and such other officers as it deems necessary. The Committee may create from its members and/or persons who are not members, associate memberships, honorary memberships and such committees and subcommittees as it deems necessary to carry out the function of the Committee. It shall prescribe its own rules of procedure and shall keep a record of its transactions and report periodically to the Mayor and members of Council.

164.05 Donations; gifts.
   The Toledo Civic Leader Committee is hereby authorized to solicit and accept, on behalf of the City, donations and gifts for the express purpose of realizing the goals and objectives of this chapter. Any and all donations or gifts received shall be deposited in a Toledo Civic Leader Committee Trust Fund Account Code 90-0200-T65401 in the Department of Finance. Disbursements from this Fund shall be made by the Director of Finance upon presentation of proper vouchers from the Chair of the Toledo Civic Leader Committee with the concurrence of the Executive Officer of the Mayor.
