Water Regulations
939.01   Unauthorized use of water.

939.01. Unauthorized use of water.
   (a)   No person shall take or use any water from a fire hydrant or other outlet connected with mains supplied with water by the waterworks of the City for any purpose other than the extinguishing of a fire unless such use has been first authorized by the Department of Public Utilities, Division of Administrative Services, and in the event that such use is not for a public purpose in the City, until and unless the charge for any such water to be so taken or used is paid in advance or a written agreement for payment is extended by and between such taker or user and the Department of Public Utilities.
   (b)   In addition to the criminal penalties provided for elsewhere in this title, any person taking or using water contrary to the provisions of this section shall also be liable to the City for the reasonable cost of any and all water so taken or used.

939.02. Meters to be applied to fire pipes unlawfully used.
   Water meters shall be applied, at the expense of the owner of the premises, or parties using the same, to any fire pipe from which water has been used or is being used unlawfully or contrary to the ordinances or regulations governing the same, or if the owner or occupant of any premises desires to have a meter applied to the fire pipes supplying such premises instead of paying the regular fire service rental. Such meter shall be set at the expense of the person requesting the same and the fire service rental discontinued upon the installation of such meter.

939.03. Limiting use of high pressure mains.
   No taps or connections of any kind shall be made to high pressure fire service mains for supplying water to buildings. or other private property for the purpose of special fire service, sprinkler systems, or for any other purpose except that the City may construct connections to such fire service mains for the future extension of mains in the public highways.

939.04. Depositing dirt.
   No person shall place or deposit any dirt or material in any fire hydrant or in any valve box or stopcock box or commit any act tending to obstruct the use thereof or injure in any manner, any fixture connected with the system of the Division of Water.
