(a) The Mayor is hereby authorized, empowered and directed to declare the existence of an emergency relating to the City's available water supply and to impose restrictions on water use during such emergency.
(b) Whenever the Director of Public Utilities and the Commissioner of Water, after a thorough study of water supply, water needs, conditions of waterworks facilities, weather and health conditions, find that the remaining available water supply is critically low, they shall recommend to the Mayor that use of water be curtailed and that he declare the existence of an emergency and impose reasonable restrictions on the use of water.
(c) No person shall use water in violation of the restrictions imposed on the use of water by the Mayor.
