No person shall knowingly place any attachments on, or make any additions or alterations to any City service pipe, stopcock, or fixtures connected with the water service pipes unless he first procures a permit from the Department of Public Utilities for such work and makes a written return of same as prescribed in the rules and regulations of the Department of Public Utilities.
