161.05 OFFICERS.

   The officers of the Conner Memorial Commission shall all be members of the Commission, and shall consist of a president, who shall be the member having the shortest term to serve, and a vice-president, secretary and treasurer. The secretary and treasurer may be one and the same person. The vice-president, secretary and treasurer shall be elected by the Commission at its first regular meeting in January of each year, each for the term of one year. (1951 Code Sec. 7.41)

161.06 ADOPTION OF RULES AND REGULATIONS.

   The Conner Memorial Commission shall adopt such rules and regulations as shall be necessary for the conduct of its business and for carrying into effect the wishes of the late Thomas Conner. (1951 Code Sec. 7.42)

161.07 COPY OF WILL AND COURT RECORD TO BE KEPT ON FILE.

   The Conner Memorial Commission shall obtain and keep on file and make a part of its records, a certified copy of the last will and testament of Thomas Conner, deceased, together with a certified copy of all opinions, orders and journal entries relating to the bequest made by Thomas Conner, deceased, to the City, in the case of the City of Tiffin v. Jeremiah O'Conner, et al., being case No. 9992 in the Circuit Court of Jasper County, Missouri at Joplin.

161.08 CLERK.

   (a)   The Conner Memorial Commission shall be allowed one clerk or agent, who shall keep the records of the Commission, investigate all applications for relief, and perform such other duties as directed by the Commission.

   (b)   The Thomas Connor Memorial Commission is hereby authorized to establish by regulation recorded in its minutes the maximum hours per month or per year that the clerk may be employed at a rate of compensation fixed by the Commission, within its discretion.

   (c)   Payment for services performed by the clerk or agent shall be made from the funds available to the Commission from its annual income or from funds added to principal by investment earnings in previous years.

   (d)   The clerk or agent appointed by the Commission shall serve at the pleasure of the Commission; shall not for any purposes be considered an employee of the City; payments for the clerk's services shall not be subject to deductions for the Public Employees' Retirement System; and he/she further shall not be eligible for participation in hospitalization insurance provided to full-time City employees. The clerk or agent shall not be entitled to compensation related to sick leave or vacation. The Commission may be permitted to engage an interim clerk or agent designated as such during the temporary illness, incapacity, or absence of the clerk or agent. (Ord. 81-44. Passed 6-1-81.)

161.09 ANNUAL REPORT TO COUNCIL.

   The Conner Memorial Commission shall, on January 1 of each year, report in writing to Council a full statement of its proceedings for the year preceding.
