161.01 ESTABLISHED.
   The Thomas Conner Memorial Commission is hereby established.

161.02 MEMBERSHIP.
   The Conner Memorial Commission shall consist of five electors of the City. Not more than three members of the Commission shall at any time be from any one political party.

161.03 DUTIES.
   The Conner Memorial Commission shall handle the bonds and the funds coming to the City from the estate of Thomas Conner, deceased, late of Joplin, Missouri. The net income of such bonds shall be used for the support of the poor of the City. When such bonds are paid, the proceeds shall be reinvested in other bonds, the income of such bonds to be used for the support of the poor of the City. The Commission and its successors shall invest and reinvest in perpetuity, the proceeds arising from the payment of the bonds bequeathed to the City by Thomas Conner, deceased.

161.04 APPOINTMENT AND TERMS OF MEMBERS.
   The Mayor shall appoint the Conner Memorial Commission, to be approved by Council, as follows: one member for one year and until his successor is appointed and qualified; one member for two years and until his successor is appointed and qualified; one member for three years and until his successor is appointed and qualified; one member for four years and until his successor is appointed and qualified; one member for five years and until his successor is appointed and qualified. The term for which each member shall be appointed shall commence on January 1, 1913. In December of each year thereafter the Mayor shall appoint a member of the Commission for a term of five years, commencing on each January 1 following, and until his successor is appointed and qualified, such appointments to be approved by Council.

161.05 OFFICERS.
   The officers of the Conner Memorial Commission shall all be members of the Commission, and shall consist of a president, who shall be the member having the shortest term to serve, and a vice-president, secretary and treasurer. The secretary and treasurer may be one and the same person. The vice-president, secretary and treasurer shall be elected by the Commission at its first regular meeting in January of each year, each for the term of one year. (1951 Code Sec. 7.41)
161.06 ADOPTION OF RULES AND REGULATIONS.
   The Conner Memorial Commission shall adopt such rules and regulations as shall be necessary for the conduct of its business and for carrying into effect the wishes of the late Thomas Conner. (1951 Code Sec. 7.42)
161.07 COPY OF WILL AND COURT RECORD TO BE KEPT ON FILE.
   The Conner Memorial Commission shall obtain and keep on file and make a part of its records, a certified copy of the last will and testament of Thomas Conner, deceased, together with a certified copy of all opinions, orders and journal entries relating to the bequest made by Thomas Conner, deceased, to the City, in the case of the City of Tiffin v. Jeremiah O'Conner, et al., being case No. 9992 in the Circuit Court of Jasper County, Missouri at Joplin.
