§ 244.01 ESTABLISHMENT.
   Pursuant to Article VI, § 1, of the City Charter, there is hereby established in the city a Service Department and the office of Director of City Services/Service Director. In addition to the Director of City Services/Service Director, the Department may consist of the following full-time positions and are not to exceed the listed number of positions:
   (a)   Assistant Service Director;
   (b)   Manager of Streets and Landscape;
   (c)   Manager of Fleet Maintenance;
   (d)   Manager of City Sewers and Drainage;
   (e)   Manager Administration;
   (f)   Manager of Solid Waste;
   (g)   Manager Second Shift;
   (h)   Department head Secretary;
   (i)   Secretary I, City Sewers and Drainage Division; and
   (j)   Administrative Coordinator/Dispatcher; and a maximum of 65 permanent civil service employees and such number of nonpermanent, nonfull-time employees as may be necessary as determined by the Mayor. Such nonpermanent, nonfull-time employees shall fall under civil service guidelines for “seasonal and part-time;” shall not be included in the classified civil service; shall be hired only to the extent funds have been appropriated therefor; and shall not receive those fringe benefits which are reserved for only permanent full-time employees.

§ 244.02 DIRECTOR OF CITY SERVICES/SERVICE DIRECTOR; CEMETERY SEXTON.
   There is hereby established the position of Director of City Services/Service Director. The Director of City Services/Service Director shall be appointed by the Mayor pursuant to Article V, § 5, of the City Charter. The Director of City Services/Service Director shall report directly to the Public Works Commissioner and shall perform such duties as may be required pursuant to the position’s job description on file in the Human Resource Department or such duties as deemed necessary by the Public Works Commissioner. The Director of City Services/Service Director shall also serve as Cemetery Sexton and shall perform the duties of that office as prescribed by the laws of the state.
