(a) The Director of Finance or his or her designee shall, from time to time, as recycled material accumulates, solicit bids or quotes for the sale of recycled material generated by the city’s recycling program. In soliciting such bids or quotes, the Director of Finance or his or her designee shall, if possible, solicit the bids of no less than three potential purchasers. The Director of Finance or his or her designee is authorized to sell from time to time the recycled materials to the highest and best bidder, depending on market conditions, so as to achieve maximum benefit to the city. The Director of Finance or his or her designee shall be required, on no less than a yearly basis, to report to Council the proceeds generated by the sale of such recycled materials.
(b) All monies derived from the sale of recycled materials shall be designated for use in the recycling program.
(c) Organic yard waste collected and stored by the Service Department shall be sold at the following rates:
Leaf humus | $10 per cubic yard |
Processed wood mulch | $10 per cubic yard |
Unprocessed wood chips | $5 per cubic yard |
(d) The Director of Finance or his or her designee shall, as organic yard waste accumulates, solicit bids or quotes for the sale of leaf humus when necessary.

There is hereby created a special revenue fund to be known as the Underground Storage Tank (UST) Fund, which Fund is dedicated to pay for taking corrective action and for compensating third parties for bodily injury and property damage caused by accidental releases arising from the operation of petroleum underground storage tanks.
