The Director shall assign street address numbers from maps to be maintained in the office of the Director. Addresses shall be assigned utilizing the following numbering systems:
(a) METROPOLITAN NUMBERING SYSTEM. All property not in a separate numbering system as set forth in subsection (b) below, shall be in the Metropolitan Numbering System and shall be assigned street address numbers as follows:
(1) Property on all streets running in a general east and west direction shall start at the 100 block and increase in an easterly direction from the Pacific coastline. Property on the northern side of the street shall have an odd number.
(2) Property on all streets running in a general north and south direction shall start with the 100 block and increase in a northerly direction from the International Boundary. Property on the western side of the street shall have an even number. Property on the eastern side of the street shall have an odd number.
(3) Numbers shall be allocated one hundred (100) to a block, each block being approximately six hundred and fifty (650) feet in length. The length of blocks may vary to meet conditions as determined by the Director.
(b) COMMUNITY NUMBERING SYSTEMS. All unincorporated property located within the following individual communities shall be assigned street address numbers in accordance with the community numbering system specified in the ordinance for that community as listed below.

(a) Except as hereinafter provided, street address numbers assigned shall be permanently posted at the front or driveway entrance of all property containing a residence or place of business in a manner as to be legible and distinguishable from the street on which the entrance is located. Minimum height of street number characters shall be two and one-half inches (2 1/2").
(b) Where private restrictions by a community or development preclude posting of street address numbers, this requirement may be waived by the Director upon a determination that an adequate alternate emergency response system has been established.
