The Landscape Maintenance District Zone No. 2 Advisory Committee is hereby created. This Committee shall advise the Department of Parks and Recreation on matters within the Committee's duties and responsibilities.

(a) The Committee shall consist of up to seven members who shall meet the following requirements:
(1) Be a resident or property owner in the community of Julian; and
(2) Demonstrate an interest in and knowledge of issues related to Jess Martin Park.
(b) The Supervisor for District Two shall nominate the members, and the Board of Supervisors shall appoint them.
(c) Neither of the following shall be appointed to the Committee:
(1) An employee of the County; or
(2) A person whose employment may result in a conflict of interest.
(d) The members shall serve during their terms at the pleasure of the Board of Supervisors, and any member may be removed at any time by a majority vote of the Board of Supervisors.

Each Committee member shall serve a term that runs concurrently with the District Two Supervisor who appointed the Committee member. Each Committee member's term shall expire on the date of the expiration of the term of the District Two Supervisor who appointed the Committee member or the date the Committee member ceases to hold office, whichever occurs first. Any Committee member whose term has expired shall continue to discharge his or her duties as a Committee member until his or her successor has been appointed. The reelection of the District Two Supervisor for a succeeding term shall not automatically extend the term of any Committee member.

(a) A vacancy shall occur before the expiration of the term of any Committee member who:
(1) Dies.
(2) Resigns.
(3) Ceases to be a resident of District Two living in the Julian area.
(4) Has unexcused absences from more than half of the regularly scheduled full Committee meetings in any 12-month period.
(5) Is removed from the Committee by majority vote of the Board of Supervisors.
(b) When a Committee member falls into category (4) above, the Committee Chair shall notify the Committee member and the Supervisor for District Two that the position is deemed vacant.
(c) If a vacancy occurs mid-term, the new appointee shall serve for the expired term of the Committee member being replaced.

(a) Officers. The Committee shall select annually from its members a Chair, Vice Chair and other officers as deemed necessary to conduct its business. Officers shall be elected at the first regularly scheduled meeting of each calendar year.
(b) By-laws. The Committee shall prepare and adopt by-laws governing the conduct of business as prescribed herein. The by-laws must be approved by County Counsel and accepted by the Board of Supervisors.
(c) Quorum. A majority of members currently appointed to the Committee shall constitute a quorum. A majority of members in attendance shall be required to carry any motion or approval.
(d) Minutes. The Committee shall keep written minutes of its meetings and shall file a copy with the Clerk of the Board of Supervisors.
(e) Meetings. The Committee shall establish a regular meeting schedule and shall give public notice of the time and place of meetings in compliance with the Brown Act. All meetings of the Committee, including any ad hoc committees or other committees appointed by the Committee, shall be governed by the Brown Act.

(a) Ad Hoc Committees. The Committee may appoint committees to carry out the functions and duties of the Committee. Any committee appointed shall consist of not fewer than three individuals, including at least one Committee member. The actions and recommendations of the committees shall not be deemed to be the action of the Committee and shall not bind the Committee or its members. A committee shall cease to exist upon completion of its assignment.
(b) Volunteer and Consultant Services. The Committee may engage the services of volunteer workers and consultants without salary as it may find necessary from time to time. Service of an individual as a volunteer worker or as a consultant shall not be considered to be service for, or employment by, the County.
