3.20.010 TITLE – HOW CITED.
   This chapter shall be known as the “impact fee ordinance” and may be so cited. (Ord. 462 § 1 (part), 1984).
3.20.020 FINDINGS.
   The City Council finds that the potential of new construction of residential development and business development will have an adverse impact on existing public streets, highways, public buildings and public services. Under existing ordinances for the issuance of building permits, the fees authorized for new developments are disproportionate to the anticipated impact that will be imposed upon the existing public streets, highways, public buildings and public services. It is necessary for the public welfare that an equitable method be established whereby the persons constructing new residential and business projects pay a fee to fairly offset the additional financial impact resulting from the described development. (Ord. 462 § 1(part), 1984).
3.20.030 PURPOSE.
   The purpose of this chapter is to provide a method for the equitable and consistent collection of fees for public improvements and facilities which are needed to serve the city of Pinole because of the impacts of new development. (Ord. 462 § 1(part), 1984).
