The City Council establishes an impact fee for business or residential development. There is authorized to be imposed upon each applicant for a building permit for new residential or business development an impact fee payable to the City of Pinole at the time of issuance of the building permit. This impact fee shall be in addition to all other charges for approvals and permits required by other ordinances of the City of Pinole. (Ord. 462 § 1(part), 1984).
