The fees as hereinafter set forth have been determined based upon public hearings, published reports, standards and criteria that included the following:
A. Detailed analysis of projected residential and business growth based on the existing general plan land use designations. This analysis assessed the impacts to capital improvements required as a direct result of new growth; and
B. An analysis of the costs for capital improvements required by the anticipated new growth compared to the projected revenues to be collected. (Ord. 462 § 1(part), 1984).
