   Added, Bill No. 030339 (became law September 11, 2003). The Law Department issued an opinion dated July 3, 2003 advising that this addition to the Code exceeds Council's powers with respect to the establishment of benefits for City employees, other than for Councilmembers and their staff and certain high-ranking City officials, and that Chapter 20-800 is therefore ineffective with respect to those employees for whom Council does not have the power to establish benefits.
