§ 20-501. Boundaries of Districts. 32

   Pursuant to Section 2-102 of The Philadelphia Home Rule Charter, the following Councilmanic Districts are hereby created:

   District No. 1

First Ward: All Divisions.
Second Ward: Divisions 1-8; 10-18; 23-29.
Fifth Ward: Divisions 1-14; 16-19; 21; 22; 24-37.
Eighteenth Ward: Divisions 5; 19.
Twenty-fifth Ward: Divisions 1-18; 21-24.
Thirty-first Ward: Divisions 3-8; 10-19.
Thirty-ninth Ward: Divisions 1-13; 15-35; 37-40; 42-46.

Approximate Population: 163,669.

Section 2 of Bill No. 010529 reads as follows: "This Ordinance shall not affect the existing Councilpersons or the powers, duties, functions of that office, nor shall it affect the present Council or its officers. The new district boundaries shall apply only to nominations and elections of Councilpersons whose terms of office commence on the first Monday of January, 2004, and thereafter." Amended, Bill No. 020761-A (approved February 12, 2003). Section 2 of Bill No. 020761-A provides: "This Ordinance shall not affect the existing Councilpersons or the powers, duties, functions of that office, nor shall it affect the present Council or its officers. The new district boundaries shall apply only to nominations and elections of Councilpersons whose terms of office commence on the first Monday of January 2004, and thereafter." Amended, Bill No. 110547 (approved September 23, 2011). Section 2 of Bill No. 110547 reads as follows: "This Ordinance shall not affect the elected members of Council during the term ending the first Monday of January 2016, nor shall it affect the powers, duties or functions of their offices or of the Council or its officers during such term. The new district boundaries set forth in this Ordinance shall apply only to the nomination and election of the members of Council whose terms of office commence the first Monday of January 2016, and thereafter." Amended, Bill No. 110661 (approved November 29, 2011). Section 2 of Bill No. 110661 reads as follows: "This Ordinance shall not affect the elected members of Council during the term ending the first Monday of January 2016, nor shall it affect the powers, duties or functions of their offices or of the Council or its officers during such term. The new district boundaries, as amended by this Ordinance, shall apply only to the nomination and election of the members of Council whose terms of office commence the first Monday of January 2016, and thereafter." Section 3 of Bill No. 110661 reads as follows: "Until January 1, 2016, any reference in The Philadelphia Code or other ordinance to a particular Councilmanic District shall be interpreted as a reference to such District as it existed prior to the enactment of this Ordinance and prior to the enactment of Bill No. 110547 (approved September 23, 2011). On and after January 1, 2016, any such reference to a particular Councilmanic District shall be interpreted as a reference to such District as it exists after the enactment of this Ordinance." Amended, Bill No. 220003 (approved February 14, 2022). Section 2 of Bill No. 220003 provides: "This Ordinance shall not affect the elected members of Council during the term ending the first Monday of January 2024, nor shall it affect the powers, duties or functions of their offices or of the Council or its officers during such term. The new district boundaries set forth in this Ordinance shall apply only to the nomination and election of the members of Council whose terms of office commence the first Monday of January 2024, and thereafter."
