§ 12-401. Through-Streets Designated.
   (1)   The Department shall, after appropriate engineering study, designate through-streets.
§ 12-402. Controls for Through-Streets.
   (1)   The Department shall place and maintain at each intersection along a through-street an appropriate traffic control device.
§ 12-403. Intersections Where Stop Required.
   (1)   The Department shall, after appropriate engineering study, determine and designate intersections where vehicles shall stop at one or more entrances and shall erect a stop sign at every such place where a stop is required.
§ 12-404. Duty to Stop at Stop Signs.
   (1)   When stop signs are erected at or near the entrance to any intersection, every operator shall stop before entering the intersection, except when directed to proceed by a policeman or traffic-control signal, as required by The Vehicle Code.
§ 12-405. Vehicles and Street Cars Entering Through-Street or Stop Intersection.
   (1)   After the operator has stopped at the entrance to a through-street, such operator shall yield the right-of-way to all vehicles and street cars approaching in either direction on such through-streets, as required by The Vehicle Code.
   (2)   After the operator has stopped in obedience to a stop sign at an intersection where a stop sign is erected at one or more entrances thereto such operator shall yield the right-of-way to all vehicles and street cars which are not so obliged to stop and which are within or about to enter the intersection, as required by The Vehicle Code.
   (3)   This Section shall not operate to relieve any operator having the right-of-way from the duty to operate his vehicle or street car with due regard for the safety of vehicles or street cars entering such through-street or stop intersection, nor shall it protect any operator having the right-of-way, as required by The Vehicle Code.
§ 12-406. Emerging From a Driveway or Building.
   (1)   The operator of a vehicle or street car emerging from a driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or onto a sidewalk area extending across any driveway, shall yield the right-of-way to any pedestrian, and upon entering the roadway shall yield the right-of-way to all vehicles and street cars approaching on said roadway, as required by The Vehicle Code.
§ 12-407. Stop When Traffic Obstructed.
   (1)   No operator shall enter an intersection or crosswalk unless there is sufficient space beyond such intersection or crosswalk in the direction in which he is proceeding to accommodate his vehicle or street car without obstructing the passage of other vehicular traffic or pedestrians, notwithstanding any traffic-control signal indication to proceed.
   (2)   At all intersections designated by ordinance as "Don't Block The Box" intersections, the Department shall, at the discretion of the Streets Commissioner, paint stripes on the cartway indicating the area of the intersection into which a vehicle should not enter unless there is sufficient space beyond such area to accommodate the vehicle without obstructing other vehicles or pedestrians. The Department shall also, at the discretion of the Streets Commissioner, erect "Don't Block The Box" signs at each such intersection, which signs shall set forth the penalty for violation of this Section. 20
