All land within a radius of twenty-five feet of any gas or oil well, or any other structure, including a storage tank and/or separator, affixed to the land after the drilling operation has been completed, shall at all times be kept free and clear of dry weeds, grass, rubbish or any other combustible material.

All tanks, pipes which are located above the common grade level of the site area, gauges, meters and all other structures left in place after the drilling operation is completed shall be surrounded by a six foot high chain link fence with a barbed wire top section which slopes outward at an angle greater than fifteen degrees.

A drilling permit holder shall not permit any waste to drain into any drainage ditch, natural watercourse or man-made bodies of water. No waste, sludge, water or effluents of any type shall be emptied or drained into any storm or sanitary sewer of the Village at the time of fracturing of the well, the back flow shall be discharged into a frac tank and the backflow shall be removed from the premises.

(a) A drilling permit holder shall use due care at a drilling site to keep the area around the site free of mud which might be carried onto the public streets by way of any vehicle or other equipment used at the drilling site and shall wash all vehicles prior to their entering public streets if mud is present on the tires or vehicles.
(b) The Village Zoning Inspector or Police Department shall request a drilling permit holder to remove any mud deposited on a public street in violation of this section. Failure of a drilling permit holder to remove such mud from a public street within twenty-four hours of such request shall constitute a violation of this chapter pursuant to Section 709.16. Further, upon said failure to remove said mud, the Village may remove such mud from the public street and recover its costs, including attorneyfees, from the liability bond required in Section 709.02 herein.

(a) No salt water (brine), sludge, frac-water or any other oil field wastes shall be deposited or discharged in the Village.
(b) No person shall use any existing well or drill or construct a new well for use as an injection well. For purposes of this section, the word means a bored, drilled or driven shaft, or a dug hole, whose depth is greater than the largest surface dimension. wellmean a well into which fluids are being injected.

Prior to the hauling of any waste product from the well site, the drilling permit holder shall provide to the Zoning Inspector the name, address and telephone number of the waste hauler and also the method and the location of disposal of the waste.
