Commencing with the start of the drilling operations and at all times thereafter, until the completion of the operation and pumping from the well site, a sign shall be posted at the access road and available for public viewing showing the following information:
(a) The access street name and number.
(b) The property owner, his address and emergency notification telephone number.
(c) The name, address and emergency notification telephone number of the holder of the leasehold interest.
(d) The well number.
(e) The permit number.
(f) Any and all other emergency notification telephone numbers.
