Prior to the commencement of oil or gas production, all access roads to the separators, holding tanks and storage tanks shall be completed and shall be of sufficient width to permit travel by the largest unit of fire fighting equipment maintained by the Perry Township Fire Department, and shall be paved with slag, gravel, crushed stone or other suitable road surface material to permit all-weather access by said emergency vehicles. All such access roads shall connect the closest public highway to all separators, holdings tanks and storage tanks on the well site.
