931.06   ABANDONED WELLS.
   No abandoned well shall be permitted to exist in the Municipality and all such wells shall be filled or otherwise made secure to the satisfaction of the Director of Public Service and such a well shall not be used as a sink, cesspool or privy vault.

931.07   MAINTENANCE OF CESSPOOLS.
   No person owning or having the possession, charge or management of any premises on which a cesspool is located, shall permit the same or any premises, building, fixture or device appurtenant thereto to become foul, noisome, filthy or detrimental to public health or be or constitute a nuisance.

931.08   INDEPENDENT SEWAGE AND PLUMBING SYSTEMS.
   The sewage and plumbing system of every building, whether now in existence or hereafter erected, shall be entirely separated and independent of that of any other building, except in the case of two buildings that are on the same lot, the one in front of the other.
   Each building may be connected to the same sewer if the sewer is of the size required by ordinance for new buildings.

931.09   ENFORCEMENT; INTERPRETATION.
   The Director of Public Service or any employee designated by him is charged with the enforcement of the provisions of this chapter.
   Nothing herein contained shall be construed to exempt any other officer or person from the obligation of enforcing all existing laws and ordinances.

931.10   COMPLIANCE REQUIRED.
   No person shall violate any of the provisions of this chapter by either act or omission within thirty days after notification by the Director of Public Service.

931.11   STORM WATER DRAINAGE INTO SANITARY SEWERS.
   Storm waters from roofs, paved areas, yards, courts or parts of a lot or premises where water stands, accumulates or flows shall not be drained into sanitary sewers. Any person who contracts for, orders or makes a connection to a sanitary sewer so as to permit storm waters to flow into the sanitary sewer shall have violated this section. Each day's continued violation shall constitute a separate offense.
   Any owner of a property or any person occupying property the storm waters from the roofs, paved areas, yards or courts of which are drained into a sanitary sewer shall have violated this section. Each day's continued violation shall constitute a separate offense. (Ord. 1959-68. Passed 8-10-59.)
931.12   TESTING OF DOWNSPOUTS.
   The Director of Public Service or any employee of the Municipality designated by him may enter upon any lot or parcel of land within the Municipality and test any downspout on any building thereon to determine whether or not it discharges water into any sanitary sewer.
