As used in this chapter:
(a) “Sewer” means a conduit or large drain to carry off waste matter and sewage which is connected with the public system of sewers.
(b) “Cesspool” means any underground tank or other receptacle for receiving building drainage which includes sinks and septic tanks.
(c) “Dwelling” means any building or portion of a building, no matter what the construction, used as a place of human habitation.
(d) “Person” means a natural person, individual, firm, partnership, corporation, company, society and association, and every agent, officer or employee thereof.
